Security for whom? As security? For what?

Security for whom? As security? This file attempts to provide some keys to try to decode the dominant concepts in political discourse on global security, possible answers and challenges to the policy and the peace movement. A need now made unavoidable by the speed with which new practices and new strategies of war are transformed, they build new "enemies", they develop new and more deadly instruments of war. To think carefully over the next few months will focus the international events that have to do more or less directly with the various facets of the concept of security. NATO is about to discuss the revision of its strategic concept, crucial appointment for an alliance always looking for new missions, on the eve of what you would consider - despite his many failures - the final blow to the Taliban stronghold of Kandahar. In May, the signatories of the Nuclear Non-Proliferation Treaty will take care to review the scope and modalities of implementation, as well the governments of five European countries that host U.S. tactical nuclear warheads are demanding decommissioning as part of a process of revision the concept of security based on the presence and the possible use of nuclear weapons. Also in May is an important meeting held in Bonn Conference on Climate Change Framework of the United Nations after the failure of Copenhagen will try to restart negotiations on a matter of great urgency for the survival the Planet. This theme is also closely related to the development of new security paradigms, in which climate change is considered as possible causes of new wars, but in which the priority is likely to be limited to military control of energy supplies. In April, elections were held in Sudan, a country torn by internal conflicts based on ethnicity. Just the issue of Darfur over the years has fueled a heated debate on the issue of human security, humanitarian interference and the mode of action by the international community to respect and protect human rights. The theme of human security and foreign policy now crosses ethical approaches security and military strategy, and is endorsed by the United Nations system as well as the European Security Strategy, but needs a critical examination outlining the opportunities and risks. So, now as never before, while doing the preparations for the upcoming Peace March from Perugia to Assisi, the subject of active construction of political peace is at hand, and must also be good for the Italian peace movement. This file therefore wants to be a stimulus to the deepening and the comparison with the collective to rebuild an effective and shared for a better world possible, and not only because it is true that the doctrines of security is now removed the boundary between security national and "outside" will be even more evident as the construction of international peace is also a project of peace and respect for fundamental rights at home, in our cities, in a country that is experiencing a serious democratic crisis and the law.
